DICP Regulations Concerning Management of Senior Visiting Scholars

     To ensure the construction of a mobile research team for the promotion of the scientific research through further enhanced exchange and cooperation in science and technology, DICP has set up regulations to improve the quantity and quality of the senior visiting scholars (SVS) by combining the demand of our institute and the CAS Regulations Concerning Management of Senior Visiting Scholars (Regulation No [2000] 0068).

1. DICP SVS for short-term cooperation should be from outside the CAS system, including overseas Chinese scholars and foreign experts in science and technology. They should, in general, meet the following qualifications:

a. Having doctoral degree(s) and experiences in research work of more than five years;

b. People from domestic institutions should have the professional title "associate research fellow" or "associate professor" or have a higher title. Those from overseas should have the title "assistant professor" or a higher professional title.

2. An applicant for SVS shall, with agreement of his or her employer, apply in writing to the Personnel and Education Department of DICP. Applicants are supposed to present their curriculum vitae which include date of birth, graduate school, major field who studied, degree obtained, the occupation and title, experience of research or teaching, published papers, and documents for awards and research proposal.

3. The DICP will, by taking into account the needs of our work and under the precondition that research projects and funding are available for the applicant, entrust a specialized academic committee to undertake initial examination of the application. In case the applicant passes the initial examination, then he or she shall fill in an Application form for CAS SVS, which will be submitted, to the BPE for final examination and approval.

4. The application of SVS will be accepted by Personnel and Education Department at any time. The research group, which accepts the SVS, should submit the period of visiting and matching fund of the SVS. A project report must be completed and submitted upon conclusion of the visit.

5. The SVSs will be assessed by the Personnel and Education Department of DICP in October each year.

6. DICP will provide the SVSs with a subsidy for the accommodation and living, ranging from 2,000 yuan to 3,000 yuan per person per month (500 yuan provided by the receiving research group). The allowance will be paid by Personnel and Education Department on 10th every month. In case a SVS comes from a foreign country, DICP will provide him or her with 5,000 yuan in international travel subsidy, which will be given in package sum at the end of his or her work at the DICP.

7. In general, SVS shall work at the CAS for a period not shorter than three months and not longer than one year. That period can, on merit of needs for work and upon application, be extended to two years at the maximum, with approval of the CAS Bureau of Personnel and Education (BPE).

The rent is privileged priced for a house in the Building for Graduate Study within one year; the rent will be changed to a standard price beyond one year.

8.The applications for funding support for SVSs of the same year have to be submitted to the CAS headquarters before the end of each October. The Personnel and Education Department of DICP will collect the form for assessment of SVS from the SVS applicants and submit the forms to the BPE for approval.

9. The achievements including academic papers, monographs and awards and patents, made by SVSs during their visits at our institute, belong to our institute. The SVS has the author right. SVSs will sign a contract with DICP (The format of Contract as attachment).

10. Senior visiting scholar should keep the confidentiality of the project and the content of research she/he has engaged.

11. While working at CAS, SVS shall maintain the employment and administrative affiliations with his or her original unit. In principle, they shall return to that unit after his or her visit, or may decide whether to continue working at the DICP upon agreement between a SVS and DICP.

12. Personnel and Education Department of DICP will be responsible for the management of senior visiting scholars.

13. The DICP Personnel and Education Department will be responsible for interpreting these regulations.

14. The Regulations Concerning Management of Senior Visiting Scholars is effected from the issuing date.
